Yakutia proposes issuing capital for chum construction following Yamal-Nenets Autonomous Area example
In Yamal, they plan to issue chum capital after the birth of the second child.
3 December 2024The interdepartmental working group recommends considering the experience of the Yamal-Nenets Autonomous Area in supporting nomadic families and issuing capital for chum construction when children are born to nomadic families leading a traditional lifestyle, said Mikhail Pogodaev, Deputy Minister for Arctic Development and Affairs of the Peoples of the North of Sakha (Yakutia). This was reported by TASS.
An interdepartmental working group to support nomadic families has been established under the Ministry for Arctic Development and Affairs of the Peoples of the North of Sakha (Yakutia) with the participation of the Ministry of Labour and Social Development, Ministry of Health, Ministry of Education and Science, Ministry of Agriculture and the State Employment Committee.
'The interdepartmental commission recommends establishing regional nomadic payments to provide financial support to families leading a traditional lifestyle, and to introduce the experience of the Yamal-Nenets Autonomous Area's "Chum Capital," which is issued when children are born to nomadic families leading a traditional lifestyle,' Pogodaev said, speaking at a government hour on measures to support nomadic families in the region's parliament.
In July, the authorities of the Yamal-Nenets Autonomous Area announced the expansion of the programme to support the indigenous population and the issuance of chum capital. In Yamal, from the beginning of 2025, they will issue chum capital after the birth of the second child. Previously, this support measure was developed and implemented only for families of indigenous peoples of the Far North with three or more children.
