An Arctic zone resident has opened a service centre for road travellers
A new tourist complex will open in the Murmansk Region
10.12.2024 /// Northern Fisherman's Estate LLC has received the status of a resident of the Arctic zone of the Russian Federation (AZRF) with the construction of a tourist complex in the Pechenga district of the Murmansk Region. At present, the construction of the first phase is completed and in early 2025, visitors to the Polar Region will be able to appreciate the high level of service and enjoy the privacy near the shores of the Barents Sea.
The tourist complex is located in the Liinakhamari settlement, surrounded by picturesque lakes and hills. And the Barents Sea is no more than one and a half kilometres away. You can easily get here on the federal highway, as the distance from Murmansk is only 150 km. It is also possible to get there by sea.
'The idea of creating a tourist complex was obvious. Tourism is now developing very actively in the region, so we also decided to try to occupy this niche. When developing the project, we focused primarily on visitors to the Polar Region, but now we see a very high demand from local residents as well,' said Sergey Khretin, the founder and director of Northern Fisherman's Estate LLC.
»The tourist complex will also have a restaurant. It was originally planned to be for guests only, but it was later decided to open it to all visitors. Professional restaurateurs known not only in the Murmansk Region but also beyond its borders were invited to develop the concept and menu. It is likely that gastronomic tourism could become another niche to be occupied by an AZRF resident.
Sergey Khretin notes that thanks to the support of the FEDC, it was possible to quickly secure a suitable land plot for the project.
'The land plot was in municipal ownership and we, as residents, were given it on lease without bidding. The whole procedure took no more than a month. In the near future, we plan to purchase this plot at cadastral value. This opportunity is also given to us by our resident status,' said Sergey Khretin.
»The first phase of the project included the installation of utilities, the construction of an administrative complex with a restaurant and four two-storey A-frame guest houses, as well as landscaping. Each house will comfortably accommodate 4 to 6 guests. The restaurant and rooms are currently being fitted out with furniture and necessary equipment.
The AZRF resident is already preparing for the implementation of the second phase of the project, which envisages the construction of three more guest houses and a bath complex. For this purpose, a neighbouring plot of 80 hundred sq m with a picturesque view of the lake and waterfall has been chosen. It has already been assigned to the resident. Currently, the land plot layout scheme is being approved by the Pechengsky District Administration, after which it will be possible to execute a lease agreement and start construction work.
The opening of the Northern Fisherman's Estate should have an overall positive impact on the development of the area. 'The total investment in our project has already exceeded RUB 43 mn. New jobs will now be created, nine so far, but there will be more in the future. Workers will only be drawn from the local community as the area is closed. In addition, the arrival of tourists always leads to the development of related services. Therefore, I am confident that our project will become one of the driving forces for the development of this area,' shared Sergey Khretin.
The tourist complex belongs to a closed administrative-territorial formation, so a special permit is required to enter. Only citizens of the Russian Federation can receive it. The procedure itself is very simple: you need to apply electronically to the FSS office and within 15 working days a pass for a year will be issued. It will be sent by post to anywhere in Russia.

The creation of new destinations and unique accommodation facilities certainly stimulates the inflow of both domestic and international tourists to the region. The tax incentives available to AZRF residents help to develop this sector of the economy, facilitating the emergence of new businesses.'
Under agreements with the FEDC, 869 residents are implementing projects in the AZRF regime, and businesses are investing RUB 969.45 bn. New companies create 27,700 new jobs. The Murmansk Region offers residents a 75% subsidisation of insurance premiums for the first 10 years. AZRF residents in the region can count on a reduced income tax rate of 5% in the first five years (from the sixth to the tenth years—10%), zero rate on property tax in the first five years (from the sixth to the tenth years the rate is 1.1%), zero rate on land tax for the first three years.
