AZRF resident opened medical stations at Yamal fields
15.08.2022 // The Siberian Health Medical Centre has been operating in Noyabrsk (Yamalo-Nenets Autonomous Area) since 2005. According to Artur Galimulin, general director of the medical centre, Siberian Health Medical Centre began with a single office, but today it is a multidisciplinary medical facility with an outpatient clinic and a hospital. The medical centre employs general practitioners, cardiologists, neurologists, oncologists, dentists, ophthalmologists, endocrinologists, allergists, paediatricians and specialists in many other fields; there are diagnostic rooms with modern equipment. The private clinic also provides medical services under the compulsory health insurance scheme.
A few months ago, MC Siberian Health LLC became a resident of the Arctic Zone of the Russian Federation with two projects at once. The first is the opening of medical stations in the fields of the Yamalo-Nenets Autonomous Area. The second is the creation of a centre for aesthetic medicine.
'Regulations require that all oil and gas fields have their own medical service. But the fields are usually dozens or even hundreds of kilometres away from populated areas, and there is virtually no communication with them, so medics are very much needed in the fields,' says Artur Galimulin, General Director of MC Siberian Health LLC. 'Our company won the tender for the provision of relevant medical services. By now we have already opened medical stations at Vyngapurovskoye, Yarainerskoye, Krainy, Sugmutskoye, Sutorminskoye, Karamovskoye, Kholmogorskoye and Romanovskoye fields.'
The project was implemented jointly with Gazpromneft-Noyabrskneftegaz, which opened round-the-clock medical centres at its production facilities. Their employees are 10 medics who used to work at Siberian Health and 15 paramedics who have been hired for their new jobs. The task of the health workers is to provide emergency and urgent care if required, carry out check-ups before shifts, vaccinate if necessary and generally monitor the health of the rotational workers. The medical stations have a capacity of 80–100 visits a day.
The investment in the project, under an agreement with FEDC, has so far amounted to RUB 2.9 mn. Most of this money went towards the purchase of equipment as stipulated in the health services contract.
'Gazpromneft-NNG provided new specialised cars for the medical room, ESMA machines. They automatically, almost without a health worker's participation, can give a complete picture of the patient's health: they take a cardiogram, measure pressure, pulse, blood oxygen saturation, etc. and enter this data into a special database,' says Artur Galimulin. 'There are also cardiographs, defibrillators, tonometers, breathalyzers and medical evacuation equipment.'
The second 'resident' investment project of Siberian Health is the creation of a centre for aesthetic and anti-ageing medicine. The project has already started and now has five doctors who are certified to provide relevant services. In the long term, the new hospital will create 10 jobs for qualified specialists. It will see about 5,000 patients per year.
In the first phase, investments in the project amounted to about RUB 2.9 mn. The funds were used to equip the premises and to purchase and install specialised equipment.
'Since we are a professional medical centre, the cosmetology department will be fully in line with the range of medical services. And they will be provided by specialists with higher medical education who have undergone additional professional training,' stresses Artur Galimulin. 'We decided to focus on apparatus cosmetology. We have chosen the technique that, in the opinion of our specialists, gives the best result.'
The medical centre expects to reach its target for this project by the spring of 2023.
According to Vladimir Gudkov, Director of the Department for Arctic Zone Investment Projects Support in FEDC, as a resident of the AZRF, the Siberian Health Medical Centre received a number of support measures, among which the most relevant was subsidising 75% of insurance premiums. Providing quality and affordable health services to Arctic residents is an important and urgent task.
