In late November 2023, by order of Russian President Vladimir Putin, the scope of the Far Eastern Mortgage programme was extended to include the Arctic zone of the Russian Federation. The first mortgages were issued in December. This was reported by the Murmansk Vestnik.

Residents of the Murmansk Region, Nenets and Yamal-Nenets Autonomous Areas, as well as certain territories of the Arkhangelsk Region, Krasnoyarsk Territory and the Republics of Komi and Karelia, are eligible to apply for a state-supported subsidised housing loan.

The Arkhangelsk Region, Krasnoyarsk Territory and Murmansk Region are leading in the issuance of Arctic mortgages within the AZRF.

Since the inception of the programme, nearly 1,000 loans have been issued across the Arctic, as reported by the press service of the Far East Development Corporation.
