Indigenous minorities to amend the draft law on traditional fisheries

6 September 2024Indigenous minorities will make amendments to the draft law on traditional fishing, said Grigory Ledkov, President of the Association of Indigenous Minorities of the North, Siberia and the Far East of the Russian Federation, at the Eastern Economic Forum. Let us remind that the bill, which has passed its first reading in the State Duma, proposes to abolish the 'declarative principle' for traditional fishing by individuals belonging to indigenous minorities.
'Excessive administrative barriers, such as the annual submission of applications for each family member separately and reporting, complicate fishing for personal consumption and needs, especially for indigenous minorities who lead a nomadic or semi-nomadic lifestyle,' states the explanatory note to the bill.
Grigory Ledkov, President of the Association of Indigenous Minorities of the North, Siberia and the Far East of the Russian Federation, noted that he had invited representatives of the Ministry of Agriculture and Federal Agency for Fishery (Rosrybolovstvo) to participate in the session. However, there were no representatives of these agencies among the discussants, Fishnews correspondent reports.
'I want to bring the information that we are preparing for the second reading. The amendments we see are governmental. It is necessary that they do not level the concept of the law at all, so that it would be without a real claim,' said Grigory Ledkov.
