Waste in the Arctic: challenges of disposal and recycling

Where should unwanted items be disposed of?

A new initiative for transporting industrial waste has been launched in northern Krasnoyarsk Territory. Nornickel's Polar Division ordered 70 mobile containers and 6 trucks for a pilot project at mining sites like Oktyabrsky, Mayak, Taimyrsky, as well as at Nadezhda Metallurgical Plant and Copper Plant and other facilities. The primary benefit of these containers is their hermetic seal, which prevents the entry of water, snow and foreign objects. Industrial waste won't be washed from open containers; it won't seep into the ground or mix with sand at industrial sites—the sealed container will be loaded onto a truck and transported to a landfill where it will be stored until disposal.

This news might seem mundane to most regions—after all, aren't there numerous waste processing facilities across Russian cities? Currently, Arctic regions are just beginning to develop regional networks of landfills and recycling plants aimed at minimising environmental harm. At SPIEF-2024, YNAA leaders signed an agreement with the Russian Environmental Operator and Sovkmobank to construct three waste sorting plants in Salekhard, Muravlenko and Novy Urengoy. The plants will have a total capacity of approximately 203 thousand tons of waste per year. At the signing ceremony, Governor Dmitry Artyukhov highlighted the challenge facing Yamal—it's difficult to achieve 100% waste recycling in areas accessible only by air for several months each year. Building processing facilities at high latitudes is also expensive. YNAA leadership currently favours a concessionary mechanism with preferential financing for environmental projects. Meanwhile, environmental operators must transport waste for recycling 'to the mainland'—recently, Yamal-Ecology transported 20 tons of plastic from Tar-Sale settlement to Yekaterinburg. Since the beginning of the year, over 300 tons of materials have been sorted at YNAA landfills.

The challenge of recycling accumulated waste includes both household and industrial solid waste management issues. In June, news emerged about a new facility in Apatity, Murmansk Region—RID Capital will soon start building a plant to convert ash and slag from a local CHP into construction materials. The new facilities are expected to completely handle the current volume of solid waste and process accumulated dumps over the next 20 years. The project is notable not only for its ambitious scope but also for its significant investment of approximately RUB 1.7 bn. Last year, Nornickel launched its Sulfur Programme, establishing a separate facility to capture sulfur dioxide from the air and convert it into gypsum sludge. To date, investments have reached approximately RUB 180 bn. Previously, the Russian Ecological Operator announced plans to construct an RUB 8.3 bn waste processing plant in Norilsk. The facility is expected to have an annual capacity of 277 thousand tons.

The high cost of constructing new waste processing facilities and landfills represents just one aspect of broader challenges. Another aspect involves ongoing administrative capacity issues within Arctic Zone Russian Federation entities. It was noted by Veronika Tarbaeva, Expert of the Project Office for Arctic Development (POAD), Doctor of Biological Sciences. She believes that establishing an effective waste management system requires empowering Arctic zone entities to regulate solid waste handling procedures. The expert suggests establishing focal points that would serve as comprehensive service centres—a unified approach to planning, funding and implementing measures would enhance waste management efficiency. This initiative parallels ongoing efforts to develop a unified Northern Supply Scheme—clearly, many aspects of Arctic governance require centralised control. Simultaneously, the expert recommends that Polar regions implement their own localised waste management and recycling programmes, designed to function within a single area.
