The order allows kindergartens to establish nomadic groups for the children of small indigenous minorities of the North, Siberia and the Far East in places of traditional residence and traditional economic activities of their parents. The changes will legally regulate at the federal level the specifics of preschool education for children from families leading a nomadic or semi-nomadic lifestyle. The order established the concept of 'nomadic preschool groups.' Essentially, a nomadic preschool group is a mobile preschool group that follows the movement of such people. A nomadic preschool group may also be a type of family group at the discretion of the preschool educational organisation.

It can include pupils of the same or different ages. 'In such cases, material, technical, educational and methodological support of educational activities is provided by the educational organisation,' noted the Agency for the Development of Northern Territories.

In addition, the document notes that nomadic preschool groups can have any orientation or provide care and supervision of children without implementing an educational programme of preschool education.

The operating schedule of such groups is determined based on the specific characteristics of the lifestyle and needs of the nomadic Indigenous peoples of the region.
