Arctic Zone Residents Can Receive Free Land Plots Fast-Track
On behalf of Yury Trutnev, Deputy Prime Minister of the Russian Federation, a bill has been prepared that will allow the Russians to receive free land plots in the Russian Arctic zone for the purpose of building a house or running any business.
15 July 2020The right to receive land plots in the first 6 months of the implementation of the law in the Arctic will be granted to those citizens who are registered in the relevant territorial entities and municipalities, and after this period—any citizen of Russia, as well as participants in the State Programme to Assist Voluntary Resettlement of Compatriots Living Abroad to the Russian Federation.
A person can get a free plot of land up to 1 hectare for a period of 5 years, and then register it under their ownership or a long-term lease. The land can be used for the construction of a residential building or running any business, including the establishment of subsistence farming, the provision of various types of services, including tourism.
Land plots will be provided only on the land territory of the Arctic. This comprises three entire regions: the Murmansk Oblast, the Nenets Autonomous Okrug and the Yamalo-Nenets Autonomous Okrug, and 23 municipal districts of the Krasnoyarsk Territory, Arkhangelsk Oblast, the Republics of Komi and Karelia. The Chukotka Autonomous Area and the Arctic municipalities of Yakutia will not be included in this list, since land plots are granted there as in the Far East.
