Comprehensive territorial development strategies for towns in the Far East and Arctic to be developed with the participation of the Ministry for the Development of the Russian Far East and Arctic

The Ministry for the Development of the Russian Far East and Arctic, the Far East and Arctic Development Corporation, VEB.RF, ProGorod and KB Strelka have agreed to launch a programme for the integrated development of towns in the Far East and Arctic. The parties signed the cooperation agreement at the Eastern Economic Forum 2021 in Vladivostok.

The programme will help attract new investment and significantly improve the quality of life of more than 10 million people living in the region. The main tool for implementing the programme will be the development of master plans and other strategic planning documents.

The documents will identify priority projects for urban development. They will enable investments totalling over RUB 100 billion to be attracted for the creation of public and business, residential, tourism and social infrastructure in towns in the Far East and Arctic. The programme implementation will result in creation of more than 50,000 jobs in these towns.

Regions in the Far East will be able to apply for the programme on their own. Vladivostok and Petropavlovsk-Kamchatsky will be the first cities to develop strategic planning documents. In Vladivostok, for example, there are plans to develop a master plan for the city centre — the Golden Horn Bay waterfront area, the Vladivostok seaport and the railway station. A total of 90 hectares will be included in the master plan.

In Petropavlovsk-Kamchatsky, a master plan will also be developed for the central part of the city — the area of the former ship repair plant Freza, located in Petropavlovsk Harbour. New tourism infrastructure and recreational spaces could appear there.

From the earliest days of document elaboration, the programme's partners will be attracting investors. In the first year, it is already planned to implement cost recovery for master plans through interest payments from the allocated funding. The programme is scheduled to be completed in 2022.

Elaborating spatial development concepts and implementing master plans will create a modern and comfortable urban environment for the people of the Far East. I am sure that, in cooperation with our partners, we will be able to implement the project as efficiently as possible and show the results by 2024.'
