Ministry for the Development of the Russian Far East and Arctic endorsed the idea of a law to manage climate change effects

The proposed draft law encompasses monitoring, construction issues and other aspects related to addressing permafrost degradation.

The Ministry for the Development of the Russian Far East and Arctic has backed the idea of creating a separate legislative act on permafrost that could encompass the entire system for managing the impacts of climate change. TASS reports this, citing the First Deputy Minister Gadzhimagomed Huseynov.

At a meeting of the Committee for the Development of the Far Eastern Federal District and Arctic, participants proposed creating a separate law on permafrost during a discussion on improving measures for capital construction projects in the Arctic zone of the Russian Federation, as current measures to combat permafrost degradation are insufficient.

'We support the idea of enacting a separate legislative act on permafrost that would cover a wide range of issues, including monitoring, construction and other aspects related to responding to permafrost degradation. Certainly, there's no need to create new urban planning legislation or other construction norms. Perhaps we should name this unified law differently, but it's crucial to address this issue now,' Huseynov stated.

Two-thirds of the Russian Federation's Arctic zone is permafrost. The warming process disrupts the conditions necessary for maintaining the stability of permafrost soils. These processes have accelerated over the past five years.
