Federal law 'On Northern Supply' has been enacted

The federal law outlines the territories involved in northern supply.

The federal law 'On Northern Supply' will be effective from 1 April. It establishes the conceptual framework and authority distribution related to the delivery of life-sustaining goods to the Far North, introduces planning institutions, cargo categorisation and a state information monitoring system, and also clarifies state support measures and the list of northern supply territories. This is reported by the press service of the Government of the Republic of Sakha.

Over half of Russia's territory falls under areas with restricted delivery periods. In these areas, spanning 25 regions of the Russian Federation, there are 4,108 settlements. However, these areas only account for 2.1% of the country's population. In 2022, for their relative comfort, 3.4 mn tons of cargo (worth RUB 99.7 bn) were delivered, and in 2023, 3.7 mn tons were delivered. The majority of these deliveries consist of liquid and solid fuels.

Furthermore, over 84% of the northern supply volume is attributed to three regions of the Far Eastern Federal District: the Republic of Sakha (Yakutia), the Chukotka Autonomous Area and the Kamchatka Territory. Each of these regions has its unique characteristics. In Yakutia, most of the cargo is transported via the North Sea Route from Arkhangelsk and Murmansk, then distributed by river transport during the short navigation period, with the remainder going through Ust-Kut (Irkutsk Region) and the Nizhny Bestyakh settlement.
